Meeting Rooms
The Clinton Public Library
has conference rooms that can be divided to accommodate groups of various sizes,
up to 80 people. Projection screens and Internet connections are
available.
Meeting rooms are
available for free to the public, under the following conditions:
Library programs will take precedence over all other activities and conditions
are subject to discretion of the Library Director and Board of Trustees.
The Library reserves the right to change or cancel reservations.
The
primary use of the rooms is to accommodate organized groups, including
businesses and service agencies. Private, individual use as for parties,
showers, etc is not permitted.
Meetings held in the rooms maybe opened to the public or limited to members of
the group that have reserved the room.

Groups composed of minors
(under 18 years) must have an adult chaperone.

Young children must be
supervised at all times.

Rooms may not be used for
profit-making purposes with the exception of the friends of the Library.
This prohibits a display or promotion of goods and/or services to potential
customers, even if the sale would be deferred, and even if such sales could not
definitely be proven to result from said meeting. The key words are
"potential customers".

The use of lit candles in the
library is prohibited. Smoking in the library is prohibited. No
alcoholic beverages are permitted on library premises.

No admittance may be charged
for meetings that are open to the public. Fees may be charged for
materials or for food consumed at this meeting. Organized groups may
collect membership dues of assess their own members any other fees.

Light refreshments may be
served: coffee, soft drinks and snacks may be taken into the rooms. "Brown
Bag" lunches may be held as well as professionally catered meals.
"Carry-in" meals are not permitted.

Rooms are available for
free during library hours. Parties requesting meeting room use to extend
beyond library hours must request these arrangements at least three days before
the proposed meeting date. Feasibility for after-hours use of the meeting rooms
is contingent on the availability of maintenance/security personnel.
Groups may request meeting room use to extend up to one hour after the library
closes. A fee of $10.00 will be charged to cover necessary expenses
associated with the group using library facilities past closing time.

Partisan Groups are not
permitted to use the rooms for campaign purposes such as rallies or press
conferences. Rooms may be used by elected officials to gather input from
the community. Private groups may use the rooms for interviews with either
elected or running officials if the meeting is closed to the public.

Rooms may not be used for
religious instruction or worship services. The library serves as a
government agency and must adhere to its educational commitments.

Room users are responsible for
leaving rooms and kitchenette in a neat and orderly fashion.

No group can make reservations
if they have not abided by the meeting room policies in the past.
Reservations may be made
in person or via telephone. A “Meeting Room Request Form” must be signed
by an adult holding a valid Clinton Public Library borrowers card before using
the room within three (3) days of the request.
Rooms are normally
reserved on a “First-Come First Serve” basis and normally will be assigned no
more than six (6) months in advance. However, occasionally the need may
arise to use the rooms for a meeting, which has community-wide impact, or
involves a large segment of the community, and is open to the public. Such
meetings may take priority over previous reservations. In this event, the
library will try to resolve the dilemma by negotiating with all groups involved.
In such cases, every effort will be made to help all the groups find an
acceptable time and place to meet.

Check Out Policies
Any person is
welcome to use library materials within the library premises. All
borrowers must present their own valid card issued by the Clinton Public Library
when checking out materials. All outstanding fines and invoices must be
cleared before the borrower can check out materials.
NUMBER LIMITATIONS ON CIRCULATING MATERIALS
- Adults and Young Adults:
Adult and Young Adult cardholders may borrow a maximum of 25 fiction books,
five nonfiction books per material class, 5 CD's, 5 music cassettes, and 5
book tapes.
- Children: Children may
check out a maximum of 5 items at one time.
- Teachers:
Teachers employed by the South Vermillion school Corporation may check out up
to 10 nonfiction books per category.
- Videos: Videos and
DVD's are checked out to adult cardholders only, with the exception that Young
Adults, age 11 and over, may check out videos/DVD's in the Young Adult
Department. Limit of two videos from each department per family (Adult,
Young Adult, Children's).
- Videos must be used for home
viewing only. Teachers may show videos marked with a green dot in the
classroom; these are licensed for public performances. The library will
inform teachers of this but do not restrict teacher access to any video.
- Young Adult Borrowers
are ages 11-18 years.

Material Circulation
Loan Periods
- Circulating library books, music, book tapes,
unbound past issues of periodicals, and pamphlets can be checked out for 14
days. These items may be renewed for two additional weeks up to three
times unless an item is on reserve by another patron.
- Videos may be checked out for three
days and renewed once for an additional three days.
- Paintings may be checked out for six weeks and
renewed up to three times.
- Teachers books are due in 1 month instead of
two weeks. Teachers' classroom related videos are due in 7 days and can
be renewed once. Teachers can reserve classroom related videos.
Number Limitations on Circulating Materials
- Adults" Adult cardholders can borrow a
maximum of 25 fiction books, ten magazines, five nonfiction books per material
class, 5 CD's, 5 music cassettes, and 5 book tapes.
- Young Adults: Young Adults have the same
limitations as adults, except they cannot check out videos.
- Children: Children can check out a
maximum of 5 items at one time.
- Teachers: Teachers employed by the South
Vermillion School corporation can check out up to 10 nonfiction books per
category.
- Videos: Videos are checked out to
adult cardholders only. Limit of two videos from each department per
family with a maximum of six videos per family. Videos must be used for
home viewing only.
Fines and Collection
All outstanding fines and charges must be cleared
before the borrower can check out materials.
- All materials except videos, reference
materials, and paintings can be checked out for two weeks. There is a
grace period of 7 days before the first overdue notice is sent and a $1.00
fine set. One overdue notice and fine are set for all materials checked
out per day, not on a per item basis. When items are 45 days overdue an
invoice is sent for the cost of each item, a $5.00 processing fee for each
item, and fines for each item.
- Borrowers with overdue videos receive a $1.00
fine per video each day it is overdue. There is a maximum fine of $10.00 per
video. On the eleventh day overdue, an invoice will be sent to collect
for the cost of each video, $5.00 processing fee, and fines for each video.
- There will be a $1.00 fee to the patron upon
return of library materials if a barcode is damaged or removed, a video case
damaged or lost, or audio case damaged or lost.
- A patron that writes the library a check that
is dishonored by a financial institution will be charged a fee equal to the
service fee the library incurs . When the library receives notice of a
bounced check the patron account will be suspended until all fines and check
fee are paid.

Interlibrary Loans
What is an interlibrary loan
and what can it do for you? An interlibrary loan is a service that
provides material that is not available on our shelves. Books only are
ordered through the Interlibrary loans. Books come from university
libraries as well as public libraries throughout Indiana.
Interlibrary loan differs from a regular loan in several ways. Books can
be requested from other libraries electronically, but delivery time and turn
around time can sometimes take up to three or four weeks. For the lending
libraries, processing the interlibrary loan request is more expensive than a
regular loan, mostly because of the staff time involved, this may result in a
fee being charged to the borrowing library and this is usually passed onto the
individual patron. Returning postage, if required, is passed on to the
patron.
The majority of our interlibrary loan requests
involve no fee and no return postage charges, since most of our requests can be
filled through Indiana libraries. However, overdue fines, including those
of the lending library, and damage fees are the responsibility of the patron.
Loan periods vary, but each item will be marked with its exact due date.
